
House Resolution No. 18
(By Delegates Wills, Frederick and Flanigan)
"In memory of Richard Kephart, businessman, civic leader and former
member of the House of Delegates from the County of Mercer."

Whereas, Mr. Kephart was born in 1938 in Keyser, West Virginia
and was a graduate of Keyser High School, where he was inducted
into the Keyser High School Hall of Fame in 1997. He attended
George Washington University on a football scholarship and also
attended Potomac State College and Concord College; and

Whereas, Richard Kephart dedicated much of his time and talent
to numerous civic and community endeavors as a member of the
Princeton Elks Lodge #1459, a Master Mason of the Grand Lodge of
W.Va., A. F. & A. M., Princeton Lodge #134 and Mercer Football and
Basketball Officials Association. He also performed in several
productions of the Summit Players and was a Salvation Army Board
member; and

Whereas, Mr. Kephart served with distinction in the House of
Delegates representing Mercer County in 1988 and 1989; and

Whereas, The earthly life of Richard Kephart ended on January
22, 1999, surrounded by his family at his home in Princeton at the
age of sixty; and

Whereas, Richard Kephart is survived by his wife, Joyce Thrush
Kephart, his son, Scott Kephart and his wife Karen of Princeton, his daughter, Lizabeth Kephart Hill and her husband Dewayne of
Princeton and was the loving grandfather of nine grandchildren; and

Whereas, This House of Delegates, the people of West Virginia
and particularly the citizens of Princeton, Mercer County, are
saddened by his death; therefore, be it

Resolved by the House of Delegates:

That the House of Delegates hereby honors the life, work and
public service of Richard Kephart, former member and friend, and
extends its deepest sympathy to his widow Joyce Thrush Kephart and
his family; and, be it

Further Resolved, That the Clerk of the House of Delegates
prepare certified copies of this resolution for the family of
Richard Kephart.
